On October 24, an expanded meeting of the Council on Foreign Economic Activity (Council on FEA) was held at the Ukrainian Chamber of Commerce and Industry (UCCI). The event was devoted to a topical and pressing issue: the practice of imposing duties on exports of domestic products, in particular, a 10% duty on the customs value of soybeans and rapeseed.
The meeting, which was held in a mixed format, brought together key representatives of business and government agencies.
The meeting was opened by First Vice President of the UCCI Mykhailo Nepran. The keynote speaker was Sergii Svystil, Chairman of the Council on Foreign Economic Activity, who presented issues related to the introduction of export duties on certain types of oilseeds. Particular attention was paid to the specifics of introducing a 10% duty on soybeans and rapeseed.
The discussion focused on comments from representatives of state bodies, who explained the mechanisms for implementing Resolution No. 1256 of the Cabinet of Ministers of Ukraine dated October 3, 2025, concerning the confirmation of domestic production of agricultural products for export purposes.
Representatives of the State Customs Service of Ukraine provided important clarifications regarding:
- Recognition of the expert conclusions of the CCI on the origin of goods as a document confirming the exporter's right to exemption from export duties.
- The procedure for payment/refund of customs duties in the context of the implementation of the provisions of Resolution No. 1256 of the Cabinet of Ministers of Ukraine.
Neonila Tkachenko, Director of the Directorate for Commodity Expertise and Origin Certification of the UCCI, described in detail the procedure for preparing and providing expert opinions of the UCCI necessary to confirm the exporter's right to exemption from export duties.
The meeting ended with a summary, which allowed participants to obtain comprehensive information and agree on positions regarding the new rules for the export of oilseeds.
